A combined budesonide/formoterol inhaler is the only asthma treatment that can be used as both a Reliever and Preventer in one. A separate SABA reliever is not required.

According to the 2020 NZ Asthma Guidelines, it is now recommended to use an anti-inflammatory reliever (AIR) inhaler as the reliever for all levels of asthma.
The AIR Asthma Action Plan is a resource from the Cardiac + Respiratory Foundation NZ that outlines use of a combined budesonide/formoterol inhaler, like Symbicort, for relief and prevention of symptoms.
**Where the use of inhaled corticosteroids is appropriate.
Your doctor may instruct you to use Symbicort in one of the following ways. Select your type of
asthma to find out more.
Use Symbicort as your reliever when needed, for fast relief of symptoms starting in 1-3 minutes. Plus you'll also be helping to prevent future attacks.
Symbicort is recommended to be used as an anti-inflammatory RELIEVER for people with mild asthma.
If you use Symbicort everyday as your preventer inhaler, you can also use it ‘as-needed’ for your reliever inhaler for fast relief of symptoms starting in 1-3 minutes, without you having to carry a separate reliever.
Preventer + reliever in one, no extra inhaler.
